How can we tell if Enzoic is experiencing an outage?

What happens to users that attempt password changes during an outage? 

When Enzoic is not able to reach the Passwords API, the filter will fail open and allow users to set their password to whatever AD will allow. This is by design as it prevents users from getting into a state where they cannot reset their password, and subsequently cannot sign into their account. However, when this happens, Enzoic does mark these users and will attempt to screen the password on the next daily check.
